The Community Housing and Training (CHT) Program is comprehensive, innovative and responsive in today’s complex driven environment. ‘The CHT Program emerged out of our concerns on the experiences and felt needs of some sectors of the society; the conflict affected families most economically, occupationally and educationally disadvantaged. ‘

Program Rationale

‘The prevailing condition of the educational system in the Autonomous Region in Muslim Mindanao (ARMM) paints a vivid picture that it lags behind in various aspects compared to the other administrative regions in the Philippines.’

‘To a large extent, the underpinning grounds to this appalling state of education can be pointed mainly to the adverse and complex effects of the armed conflict that beset the region compounded by the rising criminalities and lawlessness, high incidence of poverty, poor delivery of and access to basic social services and the inadequate education budget from the national coffer.’

‘Devastating and cruel, indeed, were the effects of the armed conflict, particularly the all-out wars of 2000 and 2003, to the educational system in the ARMM as well as to the delivery of the basic social services. The already dilapidated physical facilities and infrastructures were further demolished, number of drop outs continuously increases and the enrolment rates in both elementary and secondary levels went down tremendously due to the armed conflict.’

‘It must be underlined that these wars had also rendered multifaceted traumatic experiences to the children, pupils, students of the ARMM, a focus and effective psychosocial intervention and debriefing program, therefore, must be instituted to address the said reality.’

‘It has been said that the key to socio-economic development that would eventually diminish the abject poverty and underdevelopment as well as the armed conflict in the war-ravaged autonomous region is through educational advancement at all levels. But how can that be achieved if the aforementioned underpinning reasons to the appalling state of education in the ARMM will not be squarely responded to immediately by concerned institutions?’

‘In the recent study of education in Mindanao, ARMM registered lowest in basic and functional literacy, secondary participation rate, elementary cohort survival rate and highest elementary drop-out rate. The basic and functional literacy rate is lowest at 61%. The secondary participation rate is also lowest at 39.19%. The elementary cohort survival is also modest at 33.96%. The elementary drop out at its meanest at 23.86%. (DepEd-ARMM Publication: Leading a New Beginning)’

‘This dismal state of education in ARMM is equally true in most parts of its component provinces - Maguindanao, Lanao del Sur, Sulu, Tawi-Tawi and Basilan. In fact, 21% of its 2,445 Barangays are without schools, which deprive the constituency of access to education.’

Hence, this COMMUNITY HOUSING AND TRAINING (CHT) PROGRAM aims to provide access to basic education among the children, functional literacy, and livelihood for the parents and community-based education and learning facilities. It is an initiative that vigorously complements the overall thrusts and efforts to strengthen the basic education program of the government and particularly in the ARMM.

‘The CHT Program will also provide LEADERSHIP DEVELOPMENT COUNSELING and VALUES FORMATION for strong faith in God and individual’s self-worth and dignity as human being and can be productive members of the society.’

‘This proposal budget in the amount of PhP 1,704,000.00 for Administrative Components of the CHT Program will be sourced out in the form of solicitation for program’s assistance to generous and interested Donors, who are willing to help us for these charitable activities. The said assistance will be ESSENTIAL and PRIMARY part of our program that permits our efforts in the field of SKILLS TRAINING, EDUCATION, SOCIAL SERVICES, COUNSELING and VALUES FORMATION activities.’

About the CHT Program

‘**The Emergence of Community Housing and Training (CHT) Program’

‘I am one of the Public School Teachers and Chief Executive Officer of the Community Housing and Training (CHT) Program.’

‘Before I joined government service in 2007, I have been College Professor of Cotabato City State Polytechnic College, Mindanao Capitol College, Headstart College of Criminology, SKIA Foundation College, School Principal of SKI Academy, Co-Founder and Coordinator of UKPU Urban Poor Association and BOD’s Chairman and CEO KK Peace Advocates, Incorporated.’

‘What prompted me interested to be of service to the needs and concerns of the poor sector of our society particularly those real victims of man-made calamity especially of armed conflict mostly innocent children, youth and their families, is out of my first hand experience and feelings during my stay in areas mostly populated by this sector particularly in conflict affected areas in some part of North Cotabato, Maguindanao and in some barangays in this city where they are forced to evacuate and lived with their relatives.’

‘During my stay in these areas, I witnessed the condition of the poor, the internally displaced families which can be described as BACKWARD, CONFUSED, DEPRESSED and MARGINALIZED. Their situation is wanting and challenging. THIS IS THE CONTEXT WHEREBY I DECIDED TO DEVOTE MY EXTRA TIMES, EFFORTS AND INITIATIVES TO THE BEST I COULD IN THE SERVICE TO THE NEEDS OF THIS SECTOR.’

‘I observed that the children are the most vulnerable and affected sector of the society. I saw the need to develop a program that will respond to the needs of the children, particularly on the aspect of education, housing for the homeless families who are the victims and collateral damage of armed conflict, livelihood/occupational skills training for the unskilled families and youth, values formation for individual’s self-worth as human beings.’

‘At the outset, I conceptualized the program and invited some friends for a table discussion and eventually supported the program after they have understood the very objective of the program.’

Program Summary

‘The Community Housing and Training (CHT) Program initiates a low-cost housing project in the targeted area at Barangay Tamontaka 5, Cotabato City for its homeless member-beneficiaries and classified as low-income earners; the poor who were affected and displaced because of the armed conflict, living with relatives and informal settlers residing in the highly congested poor areas which could hardly be called a homes in this city.’

‘The CHT Program will also provide OCCUPATIONAL SKILLS TRAINING for unskilled individuals and members of the family in order to enhance and to develop their capabilities and skills to augment their family income as well as BASIC EDUCATIONAL SERVICES outside of the formal school for less in education and school-age children and LEADERSHIP DEVELOPMENT COUNSELING and VALUES FORMATION for strong faith in God and individual’s self-worth and dignity as human being and can be productive members of the society.’

Program’s Vision

‘The program which we ENVISION is COMPREHENSIVE; programs that are complementary to each other in a typical community from educational, economic to social services, and INNOVATIVE; something that is new and original, programs’ approaches to educational services outside of the formal school, It introduces changes and new ideas which are believed to be effective in today’s complex driven environment.’

Beneficiaries

’ By raising the educational achievements of the poor illiterate population, the program will contribute to poverty alleviation through the inculcation of self-reliance and self-help capacities enabling them to participate in productive activities manage their limited resources better and reduce their dependencies on welfare and dole-outs. Increased functional literacy among parents would also improve school retention rate among their children and ensure that their children remain in school and attain higher levels of learning. In general terms, children whose parents have at least a basic education tend to do better in school than children whose parents have had little or no education. Studies have also shown a high correlation on literacy and education to lower birth rates, improve family health care, lower infant and maternal mortality rates.’

’ The identification of target groups (learners) will be undertaken by means of a literacy mapping and the interagency consultative process. Those to be selected are the areas with high literacy rates, low participation rate in schools and high incidence of poverty.’

The priority groups are

‘(i) victims of armed conflict who are illiterate and functionally illiterate Out-of-School Youths (OSYs) and adults; and’

‘(ii) functionally literate OSYs and adults who have expressed interest to pursue continuing education programs (CEPs) or into vocational entrepreneurship trainings.’

’ Priority consideration should be given to girls and women from the poorest households and members of cultural minority groups.’

Program Management & Structure

’ The program will be administered and managed by the following core staff:’

’ CHT Program represented by its Chief Executive Officer will be the organization who will be officially relating to Donor. It shall be responsible for the over-all implementation of the Community Housing and Training Programs and Projects and shall be responsible in coordinating, monitoring and assessing the Project in accordance with the prescribed and agreed conditions. He will directly be accountable in providing reports incorporating the highlights, problems encountered and progress of the project.’

’ The Project Officer will be responsible for the operations and management of the CHT Program’s Project components. Will monitor and evaluate the activities ensure the smooth implementation of the project. Will coordinate with stakeholders in the establishments of partnership. Will report directly and be accountable to the Chief Executive Officer regarding the status and progress of the project. Specifically, the project officer shall provide technical support and assistance in the area of literacy implementation and skills development, if and when necessary.’

’ The Finance Officer will be responsible for budgeting, funds control, bookkeeping and preparation of financial statements and expenditure. He/She will directly report and be accountable to the Chief Executive Officer. Specifically, he/she will establish a sound financial management system, installing appropriate internal control procedures, fund control and accountability as well as ensure timely submission of financial reports. In addition, be responsible for the preparation of the general accounting records, preparation of and forms and other financial documents. He/She will directly report and be accountable to the Chief Executive Officer.’

’ The Coordinator will be hired and assigned to manage the day-to-day activities. He will report and be accountable to the Project officer. Will assist in monitoring and evaluating the activities ensure the smooth implementation of the project.’

’ The Secretary will be responsible for all incoming and outgoing communications. She will be responsible for the encoding of reports prepared by the Chief Executive Officer and the Project Officer. As well as documenting all proceedings of the committee and other related activities.’

’ The Bookkeeper will be responsible for the preparation of the general accounting records, preparation of vouchers and forms and other financial documents. He/She will directly report and be accountable to the Finance Officer.’

Supervising Engineer will be hired as part-time engineer and shall be responsible for the construction of the Community Literacy Resource Center particularly the supervision of all unskilled laborers. He/She shall be responsible for ensuring that construction pace follows the timetable and materials used are all in accordance with the agreed specifications. Attendance of workers/laborers as counterpart of the community will be checked.’

Program Staff

** Two (2) ESL Instructors**

’ • will be required to accommodate differing levels of English language proficiency.’

’ • will also teach Reading, Writing and Speech.’

** One (1) instructor**

’ • to teach Math, Computer Laboratory and Analytical Thinking.’

Skills Trainers will be responsible for the conduct of the vocational skills training classes and in the implementation of various entrepreneurship courses. ‘

** One (1) Counselor**

’ to be available everyday for individual counseling and intervention and to participate, where appropriate.’

** Three (3) program associates**

’ • will attend classes with program participants.’

’ • take part in scheduled lecture, and’

’ • arrange tutors on one-to-one basis in cooperation with instructor.’

** One (1) Director, program Administrator**

’ • to handle all of the administrative compliance and educational needs of the program.’

Programs and Services

’ The COMMUNITY HOUSING AND TRAINING PROGRAM will have five (5) inter-related and mutually supportive components.’

The ** Assisted Housing**

’ • will provide aid to those families requiring assisted housing.’

The ** Basic Functional Literacy**

’ • will provide intensive community-based literacy educational services for illiterate Out-of-School Youths (OSYs) and adults.’

The ** Continuing Education component**

’ • will be addressing the needs of functionally literate OSY and adult learners for life-long learning.’

The ** Values Formation**

’ • aimed for a strong faith in God and self-worth individuals with dignity as human being and can be productive members of the society.’

Ways to Get Started

’ The target population for CHT Program is the conflict affected families most economically, occupationally and educationally disadvantaged.’

’ Outreach, recruitment and selection are important components of the CHT Program. It is essential that the program administrator reaches, recruits and selects member-beneficiaries, who are most in need of the resources offered.’

’ The following will be utilized by the program planners and administrators to reach and recruit program participants;’

’ • All recruitment efforts are to be conducted with consideration of beneficiaries background.’

’ • The participants should have to express an interest in learning about the CHT Program.’

’ • The participants will be selected on the basis of recommendation of organization’s officers and’

’ • on the basis of an interview discussion with the CHT Program administrator and’

’ • they should be counseled prior to their acceptance into the program and’

’ • committed to follow and accept the program.’

’ Funds shall be sourced out in the form of solicitation for program’s assistance to generous and interested donors.’

Training

** In-House Staff Training

’ Staff members recruited for CHT Program will be required to work effectively as a team. They will work with participants in more than one content area and will be expected to assume counseling and leadership building tasks with the group as well as a traditional classroom teaching roles. All staff members will need to spend considerable individual time developing lessons and curricular materials outside of required class. In order to facilitate the team-building process, all CHT staff members will participate in a one-week retreat comprised of workshops and discussions focused on the communities, the training, the program’s population and the mission and goals of the project. The five-day retreat will be held at CHT Center or area as may be identified or agreed by the management, and will consist of the following activities:’

** Day 1:

’ Team building workshop, role playing, discussions and exercises to help staff members develop a closer acquaintance with each other’s individual expertise’

’ CHT’s Mission and Goals presentations by program administrators and discussion’

** Day 2:

’ Lectures by representatives of partner agencies on general views of the programs.’

** Day 3:

’ Presentation by the facilitators/staff on the basic teaching process to the participants.’

’ Practice lessons and discussions presented as if in the class.’

**Day 4:

’ Values Education (lecture on establishing a community of …)’

’ Values Education (lecture on expected community as envisioned by the organization)’

**Day 5:

’ Counseling I, discussions of communities and CHT Program resources to assist participants with problem related spiritual, education, health, housing, child care and family or legal components.’

Training-Curriculum

** CHT Program Course Description

** i. Livelihood/Technical Skill:

’ This course consists of closely-supervised by DSWD and TESDA staff. Food Processing, Cooking and others, Cellphone and Computer Trouble Shooting Repair, Carpentry, Masons, Plumbing and etc.’

** ii. English as a Second Language I:

’ This course will provide language instruction to those CHT participants, who require rudimentary instruction in English. Topics to be studied include basic grammar, simple sentence structure, speaking, reading comprehension and writing.’

** iii. English as a Second Language II:

’ This course will provide English language instruction to those CHT participants who require more advanced instruction in English. Topics to be studied include grammar, and syntax, simple and complex sentence structure, idiomatic expression and humor, speaking, reading comprehension and writing.’

‘Participants will receive five hours per week of ESL instruction. The twenty-five students in the program will be grouped according to their English proficiency, with class size ranging from 10-15 students. The program will employ two ESL Instructor, each on a part-time basis. They will work together to coordinate classroom instruction, lectures. Reading, Writing and Speech will be taught by the ESL Instructors in order to maintain a focus on language learning. Examples of culture-focused lectures that can form the basis of classroom assignments in ESL Reading, Writing and Speech include.’

** iv. Lecture and Field Trips

’ Some significant history.’

’ The instructor who teaches ESL, Reading and Writing should make every effort to coordinate as much modern and ethnic history and culture as possible into language and basic skill teaching where feasible, they should also coordinate with experts, members of the organization to lecture on counseling and leadership developments.’

** v. Reading and Writing

Reading: This course provides practice in reading comprehension, fluency and speed. Materials used in this course range from manual instruction for livelihood/technical skills training kits, stories (History) and compositions written by students. This course will also include practice in reading aloud.’

Writing: Students in this course will improve their writing fluency, skill and speed. Taught in conjunction with ESL I and II, Reading and Speech, Students will focus on sentence structure, paragraph development and the presentation of a written argument. Subject matter can range from experience and personal entries in a journal to current events.’

’ As described above, these courses are closely connected to the teaching of English as a Second Language. They should also be focused on teaching the skills necessary to livelihood skills training. Two hours each week will be dedicated to instruction in Reading and another two in writing. Points of grammar, spelling, punctuation, sentence structure and the formulation of a logical argument will all receive attention in these sessions. The participants study of English language and structure in their ESL classes.’

vi. **Speech

’ This course provides practice in variety of forms of oral communication: Reading a prepared text, conversation, group discussion, argumentation and extemporaneous speaking. Participants will be encouraged to show their own written work with colleagues as they improve their fluency and diction.’

’ CHT participants will receive one hour each week in Speech instruction, this will consist of prepared and improvised conversation, reading loud, extemporaneous discussions of topics important to the participants, job interviewing practice and informal group discussions and lectures. The speech component of the curriculum is closely tied to the Reading, Writing and Leadership Counseling components in that it seeks to improve the participant’s self-image and self-confidence as well as specific cognitive skills.’

vii. ** Mathematics

’ Participants will become familiar with basic mathematical operations such as addition, subtraction, multiplication, division, number placement, and basic algebra. They will also become familiar with basic geometry. learning materials introduce mathematical skills required in everyday activities such as shopping or reading a chart or graph in a newspapers.’

’ Practical mathematics in occupational and consumer settings will form an important component of the mathematics curriculum. However, it will be necessary to ensure that participants had a solid grounding in basic mathematical concepts and computational skills. The following topics will be among those covered in the mathematics curriculum. Basic operations: addition, subtraction, multiplication, division, number placement, reading simple and complex numbers, reading simple charts and graphs, fraction, decimals, percent, Basic Algebra, Geometry, Introduction to Statistics.’

viii. ** Computer Lab

’ Participants will become familiar with the operation of a personal computer and with computer-assisted instruction for all of their courses. They will be encouraged to write on the computer and typing tutorial programs will be available. Supervised group exercises and drills of basic PC functions (such as using the control, shift and function keys) will lead to individualized and personalized learning on PC.’

’ The CHT program will provide computer-assisted instruction in Reading, Writing, and mathematics. Participants will be able to reinforce concepts learned in their classes by using software that allows them to repeat operation and view screens with information at their own pace. The Lab. will be available at a scheduled class time and during designated evening and weekend hours.’

ix. ** Analytical Thinking

’ This course provides an introduction to the social services through case studies of the community development of CHT, Ethnic History, The Livelihood Enterprise and the Economy of the city. The participants will use community resources, newspapers, Oral History, interviews and other resources to research and understand their own community.’

’ Principles of scientific inquiry, such as observation and experimentation will provide tools for inquiry in various social science disciplines. Examples of topics to be studied in Analytical Thinking include’

*What is community envisioned by the organization?

*What are providing community services in the urban environment? health care as a community policy issue? The contribution of OFWs to our economy? History of the different views and beliefs?

’ Where appropriate, local community political and government leaders will be invited to share their expertise on selected topics.’

x. ** Leadership Counselling

’ This component of the CHT program transcends its allotted class time by being a component of all classroom and training experiences. Participants will work together to solve problems; negotiate solutions and presents divergent points of view. They will discuss issues of personal development, keep journals of their experiences in the CHT program and encourage each other to seek solutions for such problems as mental difficulties or legal problems. This component of the program will also be the focus of other services as needed.’

’ Leadership Counseling offers CHT program participants opportunity to learn how to find the resources to address personal, family and community problems. During the course of the year, students will discuss their progress on the training and in the classroom; The Program Counselor will integrate class activities, including lectures into the weekly discussions. Participants will also become familiar with job interview techniques and strategies through discussions. The leadership Counseling component of the program will also serve as a referral service with connection to those organizations that support the participants for the CHT program.’

’ With our collective efforts and your generous donations towards the Programs and Projects of the Community Housing and Training (CHT) Center, a truly responsive programs for the needy sectors of our society, we could HELP the dignity of poor homeless families, SAVE the children and youth from the threats of exploitation, GIVE A NEW HOPES for children and their families through education and other social services.’

’ The emergence of the COMMUNITY HOUSING AND TRAINING (CHT) PROGRAM is out of our deepest concerns on the poor sectors of our society and through my experiences and felt needs since my stay with the communities of informal settlers.’

’ Until now, we have generous individuals, friends within the community support our programs, however due to the overall cumulative effect of the economy, we have been unable to secure the essential funding for the Community Housing and Training (CHT) Programs and Projects.’

’ We are in the midst of seeking financial support for our CHT Program and projects. The CHT Program envisioned “TO ESTABLISH A COMMUNITY WITH ONE FAITH THROUGH THE INTERVENTION OF ASSISTED HOUSING, EDUCATIONAL PROGRAMS, OCCUPATIONAL (LIVELIHOOD) SKILLS TRAINING AND SOCIAL COMPONENTS.’

Story

’ Through my experiences and felt needs since my stay in the communities of informal settlers, I have decided to do something worthwhile with my time off and I will be volunteering on Community Housing and Training Program.’

’ The program which we ENVISION is COMPREHENSIVE; programs that are complementary to each other in a typical community from educational, economic to social services, and INNOVATIVE; something that is new and original, programs’ approaches to educational services outside of the formal school, It introduces changes and new ideas which are believed to be effective in today’s complex driven environment.’

’ The CHT Program will provide Occupational Skills Training for unskilled individuals and members of the family in order to enhance and to develop their capabilities and skills to augment their family income as well as Basic Educational Services outside of the formal school for less in education and school-age children and Leadership Development Counseling and Values Formation for strong faith in God and individual’s self-worth and dignity as human being and can be productive members of the society.’

Mission

‘The Community Housing and Training (CHT) Program’s organization focused in three (3) major areas;’

‘1. It primarily provides a range of direct hands-on member services including but not limited to counselling and referral on assisted housing, social security, skills training, educational services and healthcare;’

‘2. It fundamentally directed towards planning and development with an emphasis on housing development, livelihood skills training and organizational development; and’

‘3. It importantly relates to community and advocates for issues important to the community and its members.’

‘1. KNOW AND BELIEVE THAT GOD IS IN-CHARGE: Make intentions and leave the rest to Him. Allow him to operate through you. Obey Him because He is our gracious Master and we are His grateful servants.’

‘2. START SMALL AND BUILD UPON IT: The strongest house is where the foundation is placed one layer at a time allowing for the first to solidify before the second is laid on. This is how the organization operates. Although it makes for a slow process, nonetheless the product is sounder.’

‘3. THE POWER OF SINCERE INITIATIVE: We believe in the power of sincere initiative and then when 3-5 sincere hearts unite on the same purpose, tremendous change for the good can be brought in a society.’
